I think I understand what he is trying to say in some weird way. Maybe he is referring to the processing/byproduct and not technically the plant *-) I don't know Arnold. Just trying to help yah out of this "bush" like statement.

Cannabis is the plant, well cannabis sativa to be precise.
I think he could mean that depending on its usage the effect could be either positive or negative. This would carry implications as to whether the plant itself should be made wholly illegal.
